Description
Xamador is the prison island. Here, all those who the Council of Wind deems should not be executed are placed. Except for the Sanitorium and Phulake, the majority of the Island is ungoverned by the laws of the Council of Wind. Instead, vicious gangs led by powerful criminals called "blood lords". These gands generally refer to death or blood in their names to strike fear in those they subjugate. One of the most powerful of the gangs is the Blood Wisdom Corps led by Lord Vakku’tem Nobohri, a Bugbear Weaponmaster/Monk.
